Presentation of the training

The strategic evolution of territories and ministries leads to the management of security and defense in a grouped and interdepartmental way, articulating the different territorial levels in a logic of strong coordination of professions previously acting separately. These new logics lead to the need for the sector to develop ad hoc competences that public and private organizations already feel the lack of.

This master's program is thus designed to meet these challenges while benefiting from the opportunity of a major partnership with operators in the sector. The needs in terms of territorial security are growing. The training is developed with one of the national reference actors, the Ecole Nationale Supérieure des Officiers de Sapeurs-Pompiers, in order to train competent professionals from a management and legal perspective.

The training targets the territorial security sector, and more particularly civil security, from a management and legal point of view in order to equip territorial security organizations in line with recent developments in the sector.

  • Target audience

    The master welcomes students in initial training, having validated a master 1 or equivalent or professionals who can integrate the course in continuing education.

  • Skills

    It is intended for national and local public actors, with a breakdown into blocks of competencies including

    • Identification of the legal framework of territorial security
    • The mastery of the methods of diagnosis of the risks of the territories
    • Mobilization of territorial analysis tools
    • Mastery of risk analysis methods on a given territory
    • Mastery of methods for developing a security strategy
    • The appropriation of the implementation of security response strategies
    • The consolidation of writing and oral presentation skills.
  • Organization of the training

    The training is organized on a sandwich basis, with 12 weeks of classes in Marseille - Site de la Canebière or on the ENSOSP site (1 week per month), professional experience (about 3 weeks per month) and exams spread over the academic year, thus allowing for a return to the field. The training followed and the experience acquired thanks to the work-study program are the subject of a dissertation and support in building a professional network.

    Career opportunities:
    Students may enter the territorial security professions by joining the State or territorial civil service, in particular through the competitive examination for fire department officers. They can also enter the private sector through consulting organizations or research bodies on civil security at the territorial, national or European level.

  • Admission requirements

    Admission is subject to application.

    For students in initial training: a Master 1 in Public Management, or a diploma of equivalent level consistent with the professional project and the program.

    For those in continuing education : a Master 1 in Public Management or equivalent functions in the public or private sector, consistent with the professional project of evolution or consolidation proposed by this program.
