The Master's degree in Public Management, with a specialization in the management of health and social establishments, is part of the necessary evolution of the health and social sector (laws of 2002, 2005, 2009, 2015, etc.). The rapid pace of change in their institutional and legal environment means that managers in this sector need to be equipped with specific analysis and management methodologies. The methods and tools taught in this Master's program, and the areas of expertise it develops, will enable you to take on positions of responsibility in establishments catering for the public covered by health or medico-social monitoring policies.

The MESS Master's degree, registered with the RNCP and eligible for CPF, is organized on a sandwich course basis and is open to both initial and continuing training. The MESS Master's degree provides training for managerial and executive positions in the healthcare and medico-social sector, and promotes the sector's human values: caring, benevolence, solidarity, mutual aid, freedom, tolerance, equality, respect, etc.

  • Target audience

    • Initial training: candidates who have obtained a Bachelor's degree or equivalent in health and medical-social training.

    • Continuing education For professionals in the healthcare and social sector wishing to acquire or consolidate managerial skills, as well as those undergoing professional retraining or seeking employment.

  • Skills

    On completion of the two-year MESS Master's program, graduates will be able to coordinate all the activities of their establishment, to guarantee better care for users.
    To this end, they are able to :

    • respect users' rights and master the main principles of civil liability

    • Carry out, conduct and monitor studies aimed at improving the economic efficiency, social and ethical performance of their organization.

    • Design, implement and update a facility project, taking into account constraints and coordinating the various players involved in the project

    • Develop strategies adapted to the internal and external context of the facility

    • Set up, monitor and evaluate innovative projects based on the pooling of resources and skills

    • Manage and assess risks

    • Build and manage a quality approach

    • Anticipate and manage a crisis in your facility

    • Supervise departmental activities, lead teams and motivate staff. He/she knows how to listen to and integrate the points of view of his/her colleagues.

    • Produce a high level of communication, while nuancing the construction of reports and notes according to the sensitivity of the recipients

    • Negotiate with regulatory authorities and meet all regulatory requirements

    • Negotiate with internal and external stakeholders

    • Analyze various accounting documents

    • Draw up and manage budget forecasts, and calculate and correct variances between forecasts and actuals.

  • Training organization

    This master's degree is organized on a sandwich course basis. Students spend one week in class and three weeks on the job (under an apprenticeship contract, professionalization contract, internship or job). The assignments entrusted to students must be related to the professions of management and facility management.

    The MESS Master's program's academic and professional lecturers combine a variety of teaching methods: theoretical presentations, case studies, role-playing, role-playing and discussion sessions, enabling students to become active participants in their own training. The transfer of knowledge is based on teaching situations close to those encountered in the workplace.

    Students also have the opportunity to take part in special events such as conferences, seminars and job dating events organized during the academic year.

    • Understanding the environment of health and social care establishments: Players and governance in the health and social care sector, Transformation of the health and social care sector, Comparative health care systems, General accounting, Cost accounting

    > 2nd year - semesters 3 and 4

    • Managing your establishment's social performance: Organizational support, Ethics and deontology, Corporate social responsibility, Change management
    • Managing risks and assessing service quality: Quality of service relationships and assessment of health and social care establishments, Risk management, Criminal labor law
    • Understanding the environment of health and social care establishments: Health and social policies, Methods and tools for strategic forecasting
    • Managing the economic performance of your facility
    • Accounting environment for facility managers, Diagnosis, management and financial communication, Health and medico-social dashboards and indicators.
    • Acquire new management tools in the healthcare and social sector: Negotiation and crisis management, Information systems management, Facility strategies and innovation.
    • Integration into the professional world: Project development and updating methodology, Analysis of professional practices, Dissertation methodology, Final dissertation
  • Further studies and career opportunities

    Further studies :

    • After the 1st year of the Master's program: Master 2 Management of health and social establishments or another Master's program.
    • At the end of the two-year Master's program, students can pursue their studies with a Doctorate in Management Sciences.

    Career opportunities :

    At the end of the two-year program, this Master's degree prepares students to become managers of private or public health and social care establishments. Graduates of the MESS Master's program can also work as senior managers, heads of partner departments in the health and medico-social sector, heads of health or medico-social networks for people in difficulty, project managers or consultants.

  • Admission requirements

    Admission is subject to application and individual interview.

    • Master 1 - on the Mon Master platform
      Graduates with a Bachelor's degree or equivalent in health and medical-social sector courses, and proof of experience in these sectors.

    • Master 2 - on the E-Candidat platform
      Graduate of a Master 1 in management of health and medico-social establishments or a CAFERUIS.

    VAP (Validation des Acquis Professionnels) is available for students who do not have the required level to enter the program.

What I like most about my job:

My job consists of ensuring the operational management of the health and dental centers in the Bouches-du-Rhône department (19 in total) in conjunction with the multi-site managers, but also of participating in Oxance's strategy with the general management.
I work in collaboration with the Territorial Manager. We are responsible for the good organization of the centers, the efficiency of the structures and the quality of the care offered. The missions are rich and varied: human resources management (390 employees), change management, project management, strategic steering, quality approach... All of this in a teamwork environment!

What I like most about my job :

  • The autonomy of the position, especially in the organization of my work.
  • The territorial and multi-site vision in my daily work.
  • The encounters with different situations every day, on a large territory with various profiles of professionals.
